I think both beliefs are correct about the goats.  I know there were many goats that died during the past winter, but I think some migrated as well.  I have a lot of family that lives in ND and they are facing the same problems we are facing in SD.  They had something very weird happen on their ranch this past winter/spring.  In the past they only had about 25-50 goats that would use there land consistently, in fact nobody would even bother hunting for them out there.  After one of the bad storms last winter they found about 40 dead on one of the bluffs!!!  The weird thing is that about 250-300 goats have moved into their land since last winter and they are begging to get rid of some of them!!  So that is definitely proof that the goats have been moving around.

If the GFP didn't know the goat numbers before setting the tag numbers, someone is not doing their job.  It would seem to me there should've been an aerial count or survey count of some kind prior to setting the numbers that they come up with.  I'll bet they didn't know cause they just based things on past years.  Before I buy something I know how much money is in the bank first.  They should know the population before issuing tags.   We talked with an outfitter who had land all around where we were hunting.  It was his ranch he was patrolling and mostly scouting for clients.  He told us that if we went west of where we stood, you wouldn't find a goat for 6 miles.  There were some pastures we hunted that did in fact have more goats than usual and he was in agreement of both theories.  He knew his land and the animals in it for sure.  He said the deer herd didn't take near the hit that the goats did.  We saw one group of 9 muley bucks together and the rancher was sure itchy to get rid of the whitetail does as last year the ranch yard is where they all wintered.

Lol, for those of you who want to let off more steam than is allowed here you can post at this place IBCYNICAL. Arguements there are allowed as that's what it was mostly created for. It's a place I use to vent my frustrations with the staus quo of many different things. So can any of you. You do have to register, just like here but I'll approve them if you let me know you are also a member here. Actually I'm trying to figure out how to import all the SMF post into a Wordpress blog. A blog is much easier to deal with the spam that this board is.
